Essentially, this process is analogous to the procedure for individuals to obtain a certificate authorizing them to conduct authorial or technical supervision of construction projects, except that the ETW certificate is issued not by the GASK authorities but by accredited non-governmental centers.
The ETW certification is conducted for applicants within design and construction-installation organizations across several specializations.
Specializations for the design process include:
- chief project engineer;
- chief project architect;
- chief constructor;
- lead design engineer.
Specializations for the construction process include:
- chief engineer;
- head of production-technical department;
- site manager;
- work supervisor;
- foreman.
To undergo certification, applicants submit the following documents to the certification center:

application form in the prescribed format;

copy of the applicant’s identity document;

notarized copy of higher professional education diploma (and if applicable, copies of academic degrees and titles);

notarized copy of employment record book or other documents confirming work experience;

notarized copies of foreign certificates, attestations, or other qualification documents relevant to the specialization, if available.
These documents are reviewed by the certification center within fifteen working days by a special commission consisting of:

three representatives from accredited legal entity associations (unions) at the Authorized Body;

one representative from the certification center;
-
one representative from the Authorized Body.
After reviewing the documents, the certification center issues an order approving the testing schedule and makes a decision regarding each applicant:
- allowed to test;
- not allowed to test.
Within three working days of signing the order, the certification center notifies applicants of the test location, date, time, and reasons for any denial.
Testing is conducted within five working days after notification, via an automated computer system in either the state or Russian language, at the applicant’s choice. Test results are immediately disclosed upon completion.
Testing time is 120 minutes. The test consists of 100 questions related to the chosen specialization. Test questions are developed and approved by the Authorized Body.
The number of retakes of certification is unlimited.
Based on the test results, one of the following decisions is made for each applicant:
- certified;
- not certified.
Within two working days after testing, the certification center issues a formal qualification certificate to the applicant if they pass, or notifies them in writing if they fail.
